Doreen Joseph of Sacramento, California is the winner of the $10,000.00 W4V Foundation Lieutenant Valerie Cappelaere Delaney Memorial Scholarship. Doreen is a doctoral student in Computer Science at the University of California, Davis. She has earned her private pilot’s license and will use the scholarship funds for further flight ratings and to achieve her dream of becoming a military fighter pilot like Val.
